Article 12. Prevention of Introduction, Control and Combating of Invasive Alien Species : The Contracting Parties shall take all appropriate measures to prevent the introduction into the Caspian Sea and to control and combat invasive alien species, which threaten ecosystems, habitats or species.

Europe

Recognising the increasingly serious problem of invasive alien species in Europe, the European Commission is currently working on a dedicated legislative instrument on Invasive Alien Species which is due to be adopted in 2012.

Directive on the Conservation of Natural Habitats and of Wild Fauna and Flora (EU Habitats Directive) (website), ), Article 22 & Directive on the Conservation of Wild Birds (EU Birds Directive) (website), Article 11.
These Directives require member states to ensure that deliberate introduction of non-native species into the wild is regulated (and if necessary prohibited) so as not to prejudice natural habitats or wild native flora and fauna.

Convention on the Protection of the Marine Environment of the Baltic Sea Area (Helsinki Convention) Alien species and HELCOM (website). Alien species are specifically addressed in Annex I. Descriptor 2. Non-indigenous species introduced by human activities are at levels that do not adversely alter the environment.
